The Chief Engineer/Director of Engineering reports to the Director of Facilities and is responsible for all operations, maintenance and safety of campus buildings and their systems, including all electrical, plumbing, life safety and HVAC. This position is an essential employee position and requires being accessible and present in case of emergency, inclement weather and as needed, including weekends and after hours.

Duties and Responsibilities

• Direct, supervise, schedule and inspect all aspects of facility maintenance and engineering; ensure smooth and uninterrupted operation of all building systems, including but not limited to HVAC; DOWN ; emergency power, life and security; roofing; plumbing; electric; lighting; and vertical transport systems.

• Develop and facilitate operating procedures and maintenance programs that are consistent with manufacturers’ recommendations for systems and equipment, and the design intent of building MEP systems. Develop, implement, monitor and maintain preventive and predictive maintenance programs.

• Monitor energy consumption and develop, implement and manage energy conservation programs, procedures and green initiatives.

• Ensures plant, operating equipment and systems comply with all applicable city, state and federal government and regulatory codes.

• Maintain basic repair software and a PM work order system detailing maintenance and repair requests, as well as maintenance and repair activities performed by the department.

• Participate in the development and implementation of short and long term equipment improvement programs.

• Manage small to medium sized engineering projects such as boiler replacements, chiller overhauls, replacement of broken underground pipes, etc. control and closure.

• Assist in the preparation of the annual engineering operating budget. Maintain the annual budget and provide forecasts as needed throughout the year. Recommend and/or authorize the purchase of supplies and equipment within budget guidelines.

• Possess up-to-date knowledge and implement operation and maintenance policies and procedures that comply with all laws, codes, ordinances, risk management, safety precautions, rules/regulations and procedures for emergency, life and applicable security.

• Inspect and monitor systems and equipment, new construction projects and/or installation of equipment in accordance with established plans, specifications and design intent.

• Monitor the BAS and quickly resolve any environmental control issues. Communicate with appropriate Dumbarton Oaks personnel regarding scheduled maintenance and emergency repairs, service interruptions, and any variations in temperature and humidity levels required for sensitive collection areas.

• Supervise engineering staff. Provide the team with a high quality customer service experience to Dumbarton Oaks staff.

• Assign daily tasks to direct reports, inspect work and take action to improve efficiency and productivity. Inspect operations functions to assess efficiency and investigate, troubleshoot, analyze and resolve operations and maintenance issues.

• Ensure compliance with OSHA, NFPA, ASHRAE, EPA and other applicable safety codes.

• Ensure that emergency, life safety, fire detection and protection systems are in good working order and comply with all codes, ordinances and laws.

• Act as a liaison with utility, environmental and energy agencies for all engineering matters.

• Maintain a semi-annual inventory of all equipment and supplies.

• Other duties may be assigned as needed.

Supervisory Responsibilities

• The position reports to the Facilities Manager and oversees the engineering team as well as contracted service technicians and contractors for various repair and maintenance activities.

• Manage the engineering team. Interview, make recommendations for the hiring and training of employees; plan, assign and direct work; mentor employees, evaluate performance, reward and progressively discipline employees; handle complaints and solve problems; maintain accountability, morale and productivity of the engineering team.

• Manage service providers to plan work and ensure that contractors fulfill their obligations satisfactorily. Address performance issues to make improvements; consolidate contracts when necessary for greater efficiency.


Basic qualifications

• Bachelor’s degree from an accredited four-year college or graduate from an accredited engineering school.

• 7+ years in plant maintenance or engineering in a management capacity.

• Demonstrated knowledge and experience of facility maintenance and engineering procedures and technical requirements of large facilities with similar systems and equipment. Must have a thorough understanding of the methods, techniques and procedures required to operate, troubleshoot, repair and maintain electrical, mechanical, plumbing, HVAC and other systems.

• Experience in preparing budgets, managing contracts, soliciting tenders and supervising/training staff.

Additional Qualifications

• A DC First Class Stationary Engineering License or other State First Class/Class Stationary Engineering License or an individual holding a Merchant Marine Operating Engineer, PE or a similar license is preferred.

• Experience with Lutron Quantum System and Siemens Desigo Workstation is preferred.

• Experience in reading blueprints, drawings, specifications and other relevant documents.

• Knowledge and skill in troubleshooting electrical, HVAC, plumbing and BAS issues along with the ability to perform hands-on work if required is highly desirable.

• BSME and/or LEED certification is highly desirable.

• Master CFM and HVAC license is highly desirable.

• Licensed to drive a DC motor vehicle.

• Experience with Microsoft Office including Outlook, Excel, Word and Power Point.

• Fluent English.

• Strong oral and written communication skills.

• Previous experience in museums, libraries, hospitality and higher education highly desirable.

• Ability to work independently under general instructions; exercise good judgment and initiative; remain flexible and adapt to situations if necessary.

• Ability to work in a teamwork environment and assess engineering needs and how this affects overall operations and Dumbarton Oaks mission.

Physical requirements

• Must be able to stand, sit and walk for long periods.

• Must be able to climb ladders, kneel, bend, lean, push, pull and lift up to 50 lbs.

• Must be comfortable working at heights and in small spaces when required.

• Be able to work and stay near noisy equipment and hot equipment rooms.
